The Student Information and Campus Administrative Systems Support Center (SICAS) of the State University of New York invites applications from experienced information systems professionals. The SICAS Center, located at the SUNY Oneonta campus in Oneonta, NY, is a special purpose software organization that provides software development, support, and training to a consortium of SUNY colleges that use SCT’s Banner administrative software.



Finance Project Team Leader



(#2077Q) Responsibilities: Leadership in the design, development, and support management of Finance applications for SUNY Community Colleges being developed in a Banner/Oracle/PL-SQL/SQR environment; coordinating the design and implementation of new applications by working closely with campus end users to design applications necessary to meet the needs of member campuses; bridge the gap between technical support staff and end users; strong leadership skills; experience in systems analysis and programming; strong problem solving skills; ability to prioritize and accomplish multiple tasks.

Qualifications Required: Bachelor’s degree with at least five year’s progressively responsible experience in information systems development or higher ed. financial applications, including project management; strong understanding of higher ed. financial applications.

Preferred: Experience with SCT Banner Finance, Oracle database design and development; understanding of community college administrative applications; demonstrated experience in team leadership; excellent oral and written skills.

Salary: $55,000 - $70,000.



Human Resources Project Team Leader



(#2077R) Responsibilities: Leadership in the design, development, and support management of Human Resources applications for SUNY Community Colleges being developed in a Banner/Oracle/PL-SQL/SQR environment; additional responsibilities as listed above.

Qualifications Required: Bachelor’s degree with at least five year’s progressively responsible experience in information systems development or higher education HR/Payroll applications, including project management; strong understanding of higher education HR/Payroll applications.

Preferred: Experience with SCT Banner HR, Oracle database design and development; understanding of community college administrative applications; demonstrated experience in team leadership; excellent oral and written communication skills.

Salary: $55,000 - $70,000.



Lead Programmer/Analyst



(#2077S) Responsibilities: Work with senior staff and campus end users to identify requirements, perform systems analysis, and design, program, and test system solutions; develop and support applications related to the Student module of SCT’s Banner administrative software package; work in a team environment with opportunities to work on different projects.

Qualifications Required: Bachelor’s degree with at least three years of working experience in analysis and programming; experience with any of the following: Oracle, SQL, PL/SQL, SQR.

Preferred: Previous experience in any of the following: SCT Banner Student, higher education administration applications, programming in a UNIX or OpenVMS environment; excellent oral and written communication skills.

Salary: $40,000 - $50,000.
